This error code means that you are already using the maximum amount of Sticky Ports assigned to your account.

You can check the ports that you are using by making a request to "api.proxyrack.net/sessions" while connected to your proxies. Be sure to only connect to the ports that you see in your user dashboard.

You will need to upgrade to a larger package to use more available ports.
