Private Residential proxies are designed to give you exclusive access to residential IPs, while still allowing those IPs to rotate when you choose.
Each port gives you access to a residential IP that is assigned exclusively to you. The IP can then be rotated according to the rotation settings you configure.

Why would I want rotation if the IP is private?
Rotation gives you more flexibility when working with websites that may limit, block, or otherwise react to repeated requests from the same IP.
With Private Residential proxies, you can therefore have the benefits of:
Exclusive IP access — your assigned IPs aren't shared with other users.
Residential IPs — connections come from real residential networks.
Customizable rotation — you decide how frequently your proxy IP changes.
Sticky sessions — you can keep the same IP for a set period when your use case requires IP persistence.
The minimum rotation interval is 3 minutes, and there is no maximum rotation interval.
Private doesn't mean static. It means the IPs are exclusive to you. Rotation is an additional feature that lets you change those exclusive residential IPs when needed.
If you need the same IP for longer periods, you can use a sticky session and set your preferred rotation interval.
